In January 2018, when the then-Haryana Chief Minister Manohar Lal Khattar was heading to the principal's office at a college in Panchkula following an event, Divyanshu Budhiraja, a youth Congress activist, and a few other students chanted anti-Khattar slogans. They were shouting anti-rising unemployment chants while wearing all-black clothing. Following this altercation with Khattar, Budhiraja and one of his colleagues, Hardik Nain, were taken into custody.
